Preparing Systems and Data for Local Government Reorganisation
Reflections from the LGC Summit: LGR Special

Local Government Reorganisation (LGR) is moving from policy discussion to practical reality for many councils across England. At the LGC Summit: LGR Special, sector leaders gathered to explore how authorities can prepare for the structural, operational and technological challenges that accompany these changes.
While the event covered a broad range of topics, one theme consistently emerged across multiple sessions: councils should not wait until vesting day to begin preparing their systems, data and technology landscape.
The Importance of Starting Early
Two of the Chief Executives of councils who have already successfully completed local government reorganisation, emphasised that authorities must begin reviewing their systems well in advance of the creation of a new authority.
Waiting until vesting day to address systems consolidation or data migration significantly increases risk. By contrast, councils that start early can identify challenges, resolve technical constraints and ensure critical services continue operating smoothly when the new organisation formally begins.
This early preparation can make the difference between a difficult operational transition and a stable start for the new authority.
Leadership and Collaboration Across the Sector
SOCITM also shared insights from its recent workshops with local authorities exploring their readiness for LGR.
While there is widespread commitment across councils to make reorganisation successful, participants in these sessions reported that they often feel they lack clear leadership and direction around how preparations should unfold.
Many also expressed a desire for greater collaboration between authorities that are preparing for mergers.
To support this work, SOCITM is currently developing a set of LGR blueprints based on lessons from councils that have already completed reorganisation programmes. These frameworks aim to provide practical guidance on what actions authorities should prioritise, when they should occur and how preparation work can be sequenced effectively.

Lessons from Experience
One of the most candid contributions at the summit came from a Director of Digital Innovation who had previously worked on a completed reorganisation programme.
Reflecting on that experience, he noted that organisations often begin by asking three simple questions:
What is the deadline?
Is there any budget available for the programme?
What is the scope of the work required?
In many cases, the answer to the second question is that very little additional funding is available. That reality makes preparation and prioritisation even more important.
From a technology perspective, his key advice was straightforward:

Bringing together systems, data and processes from multiple organisations is inherently complex. Engaging technical architects and system designers early allows authorities to better understand the challenges ahead, including:
the full supplier contract landscape
data duplication across authorities
systems that may need consolidation or integration.

Preparing for Day One — and Beyond
Ultimately, many of the discussions at the LGC Summit reinforced a common message: the most successful reorganisations will be those where systems preparation happens before the new authority formally begins operating.
By resolving technology and data challenges early, councils can ensure that the new organisation starts from a stable operational footing.
More importantly, it allows the focus after vesting day to shift away from resolving inherited technical complexity and towards the broader transformation that reorganisation is intended to enable.
For councils preparing for LGR, the advice shared at the summit was clear: start early, understand your systems landscape and plan ahead. Doing so will give new authorities the best possible foundation for success.
