How Public Sector Legal Teams Are Embracing Digital Transformation

The LLG Governance Conference 2025 brought together legal and governance professionals from across local government for a day of learning, challenge, and collaboration with a clear message: this is a time of transformation, and governance has never mattered more.

The conference opened with a rallying cry from LLG President Paul Turner for stronger professional recognition of Monitoring Officers and governance professionals. The launch of AMO (the Association of Monitoring Officers) marked a major milestone, with a focus on providing peer support, legal defence schemes, mentoring, and training to help Monitoring Officers navigate increasing complexity and scrutiny

Governance and AI: Ethics, Oversight and Organisational Readiness

AI featured prominently on the agenda, not in hype, but in practical terms. Speakers focused on how local authorities can adopt AI responsibly by embedding it into existing workflows, managing risks such as bias and data privacy, and ensuring that systems remain transparent, explainable, and contestable .

Importantly, the conversation positioned AI not as a standalone project, but as a whole-organisation issue rooted in governance, policy, and public trust .

Standards, Elections and Evolving Frameworks

Sessions also looked at how the political and legal environment is shifting, from new standards frameworks and the impact of social media, to the practical realities of election periods and legal duties of candour .

Across topics, there was a consistent call for clearer guidance, updated codes of practice, and accessible support to help local authority legal teams manage risk while upholding public confidence .

From the launch of AMO to sessions on constitutional drafting, cultural change, and AI ethics, the LLG Governance Conference reaffirmed the vital role that Monitoring Officers, Heads of Legal, and Democratic Services professionals play in local government .
